Senior Business Analyst


Position Overview

Microserve's client requires up to two Senior Business Analysts to join its team in Victoria. This is a contract position (40 hours per week) for 3mth-24mths depending on project phase and approvals.

Project Overview

Since 1999, CLASS has been the software program that the Department uses to do almost every transaction of its operations: program registration, facility booking, user statistics, POS, membership sales, on line registration, accounting processes. To date in 2016, 20,781 accounts have made a transaction in CLASS. On December 1, 2017, CLASS will no longer be supported by the vendor and the client is in the process of determining its replacement.

The Senior Business Analyst will assist the client in assessing whether a recommended vendor will meet the District's needs and requirements. An option to work with the business to help in the implementation of the replacement system will be assessed during this initial period. The initial work is estimated to run 3 to 4 months with the work possibly extending until the end of November 2017.

Responsibilities

  • Business case development
  • Understanding and application of business analysis, including;
    • Conducting business process reviews including analysis and documentation of current business processes, issues and opportunities; development of target business processes and recommendations
    • Elicits, analyzes, validates, and documents business requirements; uses expert knowledge to ensure the appropriate methods are used; ensures that the requirements gathered meet the business objectives and satisfy organizational goals.
    • Document and evaluates business requirements against technical environment, provides solution analysis and recommendations
    • Conduct gap analysis of business requirements against business solution functionality
  • Leading business solution implementation projects including:
    • Leading multi-disciplinary teams to implementing business solutions in a complex organization and complex technical environment
    • Development of high-level and detailed implementation plans
    • Quality Assurance and User Acceptance Testing
    • Development of test strategies (test plans and user test scripts)
    • Development of training materials
    • Implementing change in a complex organization
    • Risk and issue analysis and resolution
    • Post implementation review
  • Excellent communication and interpersonal skills including:
    • Effectively communicating and engaging with all organizational levels
    • Effective workshop and meeting facilitation skills
    • Effective interviewing skills
    • Excellent presentation development and delivery for technical and non-technical audiences
  • Experience with MS Office suite, MS Project and Visio

Requirements

In addition to the definition for “Senior”, the Senior Business Analyst must have 6 + years’ experience working on medium-large sized projects.

Preference will be given to proponents who possess the following:
  • Certification as a Business Analyst and some level of Project Management Certification
  • Experience working with a large staff team (50+) with multi-levels of roles and responsibilities, in several different locations
  • Experience working with an organization whose primary focus is customer service
In addition to the standard Senior Business Analysis skills and experience above, preference will also be given to a Business Analysis with:
  • Municipal experience, especially working with Parks and Recreation
  • Demonstrated understanding of Privacy Legislation in British Columbia and the application of the legislation

The client’s IT Department has a number of key projects that are planned to be delivered in 2017 and 2018. These projects vary in size and complexity; some are focused on Infrastructure while others are focused on Business Systems.

Responsibilities

  • Business case development

    • Conducting business process reviews including analysis and documentation of current business processes, issues and opportunities; development of target business processes and recommendations

Additional preferences are:
  • Demonstrated understanding of Privacy Legislation in British Columbia and the application of the legislation
  • Knowledge of telephone functions and features with experience understanding the needs of 911 Emergency Services
  • Experience working on Disaster Recovery systems
  • Municipal Business Experience
  • Experience in Novell to Microsoft migration (Novell file systems, Groupwise to Microsoft file systems, Exchange, Active Directory)
  • Experience in Industrial Control Systems
  • Solid understanding of the ITIL Framework
