Duties and Responsibilities:
The BA will provide a range of capabilities to advise and assist the District through the analysis
of a variety of operational matters including business process assessments, design, change
management, documentation, and deployment. The analysis may range from generating explicit
descriptions of individual business processes as currently performed, to designing desired future
business processes, service delivery changes and requirements.

REQUIREMENTS
In order to be considered for this position, and in accordance with the terms of the RFSQ, the
respondent and all proposed BA candidates must clearly demonstrate how they meet the
qualifications and experience as outlined below: 
1. Education: Undergraduate degree in Administration, Engineering, Computer Science or
related field, or equivalent combination of education and experience.

2. Experience: More than five (5) years in business analysis.

3. Skills and Expertise:  
BA provides a range of capabilities to advise and assist organization through the analysis of
a variety of operational matters including business process assessments, design and
deployment.  The analysis may range from generating explicit descriptions of individual
business processes as currently performed, to designing desired future business processes,
service delivery changes and requirements.  

Demonstrated proficiency and experience in the following areas:  
• Identification, defining, modeling and documenting business needs, including drafting
current and future state business processes;
• Modeling and documenting key features and specifications of technical solutions;
• Aligning business systems with new business processes;
• Developing and presenting business cases including feasibility studies, risk
assessments and cost benefit analysis of solution alternatives;
• Developing presentations and reports to support the Project Manager;
• Contributing to the development of work plans;
• Interacting professionally and possessing the ability to productively engage with a wide
variety of stakeholders in diverse roles (e.g. executives, contractors, technical experts,
end-users);
• Working collaboratively with clients and vendors/suppliers to develop and implement
automated business processes, service level agreements, service management
processes and application maintenance support requirements;
• Contributing end-user business requirements and context to training and educational
materials;
• Supporting quality of the delivered business solution by ensuring the structure, design
and development of the deliverables follows applicable standards;
• Leading multi-discipline teams in business transformation initiatives applying leading
business transformation methodologies; 
• Leading business process re-engineering initiatives across departments and/or the
organization;
• Managing technical staff to achieve desired business outcomes;
• Developing business process and service delivery plans for business areas in line with
a service-oriented organization;
• Ensuring performance of technical reviews and audits and obtain required approvals
before implementation;
• Documenting product and funding requirements for development and ongoing support;
• Supporting the development of change management and communication plans;
• Developing measurement tools to track operational improvements;
• Communicating with executives and senior management on changes to business
operations;
• Reporting directly to senior management; 
• Developing presentations, reports and submissions to secure approval and funding
from Executive or Treasury Board;
• Leading multi-discipline teams in complex business transformation initiatives;
• Managing senior technical and business staff; Applying leading business
transformation methodologies supported by research;
• Applying application portfolio management techniques to manage multiple
workstreams to identified transformation objectives;
• Developing business process and service delivery plans to successfully transform the
business from the “as is” structure to a “to be” structure;
• Communicating with executives and senior management on sensitive changes to
business operations in a complex, multi-stakeholder environment;
• Developing outcomes measurement plan and benefit evaluation frameworks; and
• Reporting directly to senior executives and executive level management.
